first Cellity software shud b installed on both of d cell's. of urs n ur victim's too.

Limitations:--
1.It works only on if u hav GPRS or internet enabled set.
2.Downloading software from the above site is rather tuff.

Solution:--
There is a one more useful site for those having internet enabled set from they can download such softwares free of cost.
